to change the keyboard layout in the shell
(shell which can be accessed via Ctrl + F1-F6)
open a Terminal or Shell and install the package console-data with root privileges
sudo apt-get install console-data
to change the keyboard layout again, type this command in a terminal or shell
sudo dpkg-reconfigure console-data
